Westhills recently announced that the development will be slowing down as a result of current market uncertainties. While we have faith that the Victoria region will remain one of the healthiest economic climates in the nation, a project the size and scope of Westhills is affected by national and global markets and economies.
Our plan is to open Westhills when the time is right. We don’t know, nor does anyone know, exactly when that time will be although we are hopeful that sufficient economic stability will have returned to allow for an opening in 2009.
We want to thank you for your interest, participation and/or support of our efforts. With your participation we created a socially vibrant and environmentally responsible development plan. We have retained the project details on this website and will post updates here as they occur. We have learned from everyone who participated with us and thank you from all of us at Westhills

Langford was named after Captain Edward Langford, who established a Hudson’s Bay Company farm in the area in 1851. Langford was incorporated as a district municipality in December 1992. This new city has ‘come into its own’ since incorporation with high-quality development and planning principles that have turned the town core into a vibrant, attractive and pedestrian friendly environment. Combined with an abundance of community events and initiatives, Langford has become the Greater Victoria region’s most desirable and fastest-growing location.
Following the geologic formation of Vancouver Island over 40 million years ago, the region was under upwards of 7 kilometres of ice until approximately 15,000 years ago. The formation and eventual retreat of these glaciers were largely responsible for the hills and valleys that grace our Island today. Visit the Capital Regional District website for more information.
The lands that currently make up the Westhills properties represent the best that those historic, natural processes created. The 517 acres (209 ha) have a range of slopes, hills and rocky knolls, all keeping a watchful eye over Langford Lake.

The property was held by two separate owners for decades. The Engs, through their company Oak Crest Park Estates Ltd., owned 256 acres (104 ha) since 1963, having purchased it from Don Mee who raised pigs on the land for Victoria area restaurants. The land was previously the subject of a successful rezoning which allowed for 1,000 homes and a pub that extended over the lake.
The westernmost lands — 200+ acres (81+ ha) purchased in the late 60s — was held by Quadra Pacific Properties Corp. who formed Westhills in 2005 to purchase and develop the site.
Westhills was considering a variety of development options when, in conjunction with Langford’s Mayor and Council, they began to consider a then-emerging standard known as LEED-ND. Combined with Smart Growth planning principles, Westhills committed to the strategies to ensure Westhills would emerge as a responsible and vibrant new community.
